  • Background and Purpose

  • The Food and Nutrition Service (FNS) is the federal agency responsible for administering and funding the Supplemental Nutrition Assistance Program (SNAP). SNAP is called CalFresh in California. SNAP has an Employment and Training (E&T) program to help recipients gain skills and experience with employment. In California, this program is referred to as CalFresh E&T or CFET. The San Diego Workforce Partnership (SDWP) is one of several agencies eligible to provide the CalFresh Employment and Training (CFET) program in the County of San Diego. 

     

    SDWP is looking for agencies throughout San Diego County that either currently provide the right services with positive outcomes or who need funds in order to develop a program that will fit into the CFET model. SDWP wants to add quality service providers to its CFET network. By growing its CFET network, SDWP can help maximize the impact and delivery of CFET services to CalFresh recipients. These services will ultimately help recipients to gain skills, training, or work experience to increase their ability to obtain regular employment that leads to economic self-sufficiency.

  • The information you provide in this submission will allow us to complete an assessment of how your organization aligns with, and is able to meet the requirements of, the CFET program. 

     

    Organizations that are determined to be a good fit as a potential CFET provider will be invited to share more details about their program and considered for a partnership with SDWP, contingent on approval from the County of San Diego Health and Human Services Agency and execution of a service agreement with SDWP.

  • Non-Federal Funding

  • Because San Diego County’s CFET program is funded through a federal reimbursement program model, organizations must be able to fund the cost of employment and training services for CFET upfront with non-federal funding sources. The only federal funding eligible for reimbursement under CFET is Community Development Block Grant (CDBG) funds.

  • Tracking and Allocating Costs

  • The administration of CFET services and funding requires significant knowledge about cost allocation methodology and close monitoring of funds. It is critical for organizations to have the experience or ability to begin tracking and allocating costs for a program that has multiple funding streams with restrictions—allowable and non-allowable costs.

  • Tracking Data and Outcomes

  • Partners must monitor and document participant progress in component(s) at least once per month. This helps SDWP to determine whether a component is meeting the purpose of the CFET program, which is to make participants more employable. This federal reimbursement program requires that partners report on two types of data, including demographic/service reporting and outcome objective reporting. In this section, we want to better understand the data that you already collect about people you serve.
